It naturally becomes rare if a skin doesn't return to the Item Shop for many days. This explains why Special Forces is one of the rarest skins in Fortnite. Even though its in-game rarity is just Rare, players haven't had the opportunity to spend their 1,200 V-Bucks on it for over 1000 days.
The rarest Item Shop skin is Special Forces, as it was last available to buy all the way back in January 2019. Hacivat previously held the top spot of the rarest Item Shop skin, but in November 2021, it made a long-awaited re-appearance in the shop after over 1600 days, complete with a brand new variation.

It's the last skin players earn at the end of season two. Therefore, it is a pretty rare skin. Fortnite had not reached its peak by season 2, so fewer players were able to achieve the Black Knight skin, which also contributes to its rarity.
The rarest skin color in the world is believed to be the white from albinism, a genetic mutation that causes a lack of melanin production in the human body.
