The Navy is the only branch that allows tattoos on the hands.
It's against Army regulations to have tattoos that are visible while wearing the service dress uniform. This means hands, head, face and neck are off limits for tattoos. Also tattoos that display hate speech or represent hate groups are forbidden and must be removed or altered before enlisting.
The Marine Corps allows tattoos on the hands, but there are guidelines: Size and Content: Hand tattoos must be small and not cover the entire hand. They should not be offensive or extremist in nature. Visibility: Tattoos must not be visible while in uniform.
Hand tattoos are limited to one single-band ring tattoo, on one finger, on one hand and must not exceed ⅜ of an inch below the knuckle and above the finger joint (portion closest to the palm). In addition, a single tattoo is allowed on each hand and must not exceed one inch in any direction.
New regulations allow unlimited tattoos on the legs, arms, neck, hands and behind the ears. The only places on the body that are off limits are the head, face and scalp. Tattoos on the torso are also allowed, but they must not be visible underneath whites.
Hand Tattoos
Coast guard tattoos can involve hand tattooing but must be limited to one ring tattoo per hand, and this tattoo cannot extend past the first knuckle on the finger. No other tattoos or brands below the wrist are allowed. Under the current Coast Guard tattoo policy for officers, sleeves are allowed.

The Air Force and Space Force are now allowing tattoos on the neck and hands, a policy change aimed at bringing younger talent into the ranks as the Air Force recovers from one of its toughest recruiting years in recent history.
Air Force: The Air Force often tops the list of "easiest" military branches due to its emphasis on technology and intelligence. Basic Military Training (BMT) lasts seven and a half weeks, which includes physical training but also involves subjects like military customs, life-saving skills, and weapon use.
However, the Central Intelligence Agency's (CIA) website states, “Tattoos will not disqualify you from gaining employment at the CIA, and all professionally-qualified persons are encouraged to apply.”
Tattoos, brands, and body markings are prohibited on the head, face, neck, tongue, lips, and scalp. Hand tattoos are limited to one ring tattoo on one finger on each hand.
Phase 4 is the culmination of training after recruits have endured and overcome mental and physical battles for 13 long weeks. After completion of the Crucible, they have succeeded in earning one of our Nation's greatest honors: the title of United States Marine.
Looking at the leniency of the policies, the Navy has perhaps the most relaxed tattoo policy. Navy personnel are allowed to have neck tattoos, sleeve tattoos, and even tattoos behind the ears.
(e) Hand, Finger, and Wrist Tattoos. Tattoos on the hands and fingers are prohibited, with the exception of a single band tattoo of no more than 3/8 of an inch in width on one finger of each hand. The hand includes the area from the wrist bone to the end of the fingertip.
Marine Corps - The Marine Corps is often considered the toughest branch of the military both physically and mentally. It has the most rigorous basic training, known as boot camp, which lasts 13 weeks.

Different branches have different personnel needs and may approve of your waiver. In general, the Army has the reputation of approving the most moral waivers, while the Air Force and Coast Guard approve the fewest. The Navy and the Marines fall somewhere in the middle. However, this is not always the case.
