When you're talking hair color, it's important to understand the language of levels—because “level 4” means the same thing as “medium brown hair” and “level 7” means the same thing as “medium blonde hair” making it lot less vague when selecting a shade. (And nobody wants vague when it comes to hair color.)
This numbering system is called the International Colour Code (the ICC), and it's used throughout the hair industry around the world. Among those ten key depths, ranging from 1.0 for Black all the way to 10.0 for Pale Blonde, is 7.0, which represents Medium Blonde.

Understanding Levels: Hair color levels range from 1 (darkest) to 10 (lightest). A level 7 is considered a medium blonde, while a level 9 is a light blonde.
These levels are used to describe how dark or light your hair color is. Level 10 is the lightest blond, level 9 is light blond, level 8 is medium blond, level 7 is dark blond, level 6 is light brown, level 5 is medium brown, level 4 is dark brown, level 3 is darkest brown, level 2 is black-brown, and level 1 is black.

Hair undertones also play a role in distinguishing between light brown hair and dark blonde hair. A natural dark blonde hair color will have underlying golden or yellow pigments and may lighten in the sun. In comparison, light brown hair colors tend to be richer and have more of a reddish or bronzy undertone.
Option 3: Mix To Achieve That In Between Shade
If the Hair Colour you want is not in the Range or is in the middle of two Colours, create your own Hair Colour mixture. For Example: 7.3 Golden Blonde is too Light and 5.3 Golden Brown is too Dark, mix half and half together to achieve a "6.3 Dark Golden Blonde".
