There are a variety of methods available for the regrowth of hair follicles, from using medication to massaging your scalp to stimulate your hair directly. Currently, the most effective way to reactivate your hair follicles is by using medication, such as finasteride and minoxidil.
Traditional scalp massage
Use the fingertips of both hands to apply light to medium pressure to your scalp, moving in small circles. Work your way across your scalp to cover all areas. Try to massage your scalp using your fingertips for at least 5 minutes at a time, several times a day.

Apply a warm compress to the affected area 3 to 4 times a day. A warm compress opens up your pores and helps free hair follicles of blockages. Apply one for 15 to 20 minutes at a time. Repeat this treatment 3 or 4 times every day to keep your pores open and allow blockages to work themselves out.
Heat causes sweat. Both can cause clogged hair follicles and make them worse. Keep your body temperature down by drinking plenty of water and staying indoors when you can. If certain bacteria get into your hair follicles, it can clog them.
It is possible to 'reactivate' dormant/dying hair follicles, though it can take a bit of time.
