The gist of the hack, outlined by @ChristieMoeller, is to first fold the collar of the shirt in a “wave” pattern, then soak it in ice water. After wringing out the wet collar and unfolding the shirt, you then iron out the collar and allow it to dry flat naturally. Once it's dry, it should be as good as new.
The correct method to do this is to remove the full collar. Then lift each shoulder seam as we learn in Sew Like A Pro. Once the neck of the shoulder is smaller, redo the collar ends to shorten the collar the same amount you took in the neck. And of course, sew the collar back on, as we learn in Advanced Construction.
Submerge the collar in the hot water for 5-10 minutes, then gently wring out excess water. Let it air dry flat or use a hair dryer on a low setting. Hot water can help shrink the fibers back into place. Just make sure to handle the shirt gently to avoid any additional stretching.
Start cutting from the edge of the fold, below the bottom of the existing neckline by the amount you want the neckline lowered. Then, just follow the existing neckline curve but begin to shave off less toward the upper part of the neckline until you are cutting nothing off at the top of the existing neckline shape.

Start by marking the center front of your shirt with a pin or chalk. Use sharp fabric scissors to cut straight down from the center front mark, stopping at your desired depth. Fold over the raw edges towards the wrong side of the fabric and press them flat for a polished finish.
A tailor can't really help you. If it were a slight adjustment, you might have the collar button moved, but more than a fraction and it will throw the placket off-center. Tightening your tie will simply bunch the collar. Bite the bullet and buy shirts in your correct size.
Good quality woven cotton will shrink an average of 1 to 3 percent, and should shrink evenly.
But you can also use hem tape. This is a roll of material about 3/4″ wide. You place it between 2 pieces of fabric, iron it, and it glues the fabric together. You need an iron to use it, but there's no sewing.
If you want to get rid of neck fat, the most straightforward approach is to lose weight with a combination of healthy eating and regular exercise. By cutting back on junk food snacks, drinking enough water and eating a diet of lean protein and vegetables, you'll likely see improvements to both neck and body fat.
If the dog pulls hard enough to try and get free, the leg can break. Dogs that get their teeth or tongue stuck in a too-loose collar often end up with mouth injuries. When sizing your dog's collar, make sure you can fit two fingers – and only two fingers – between your dog's neck and the collar.

Why YSK: When t-shirt collars are stretched out, they can be shrunken by washing them in hot water then dip just the collars in boiling hot or nearly boiling water for 2-3 minutes (BE VERY CAREFUL!) then lay flat to dry in the sun. The collar will shrink back to nearly its original shape.
The dress shirt collar should fit comfortably without being too loose. As tight or snug as possible without being uncomfortable. You should be able to fit 1-2 fingers between the collar and your neck when it is buttoned. You should not have a large gap showing between the collar and neck.
