Firstly you HAVE to grow your hair out for at least two weeks after shaving; think no less than a quarter inch. So there is zero point in making an appointment for a wax with stubble. Even if a waxer tried to get the hair off, it would leave your skin extremely irritated with many hairs left behind.
Waxing, sugaring, and epilating are three methods to remove your leg hair by pulling it out from the root. When leg hairs are removed using these methods, new roots must be formed first before any new hair can grow. This means that you won't start to see stubble so soon after hair removal like you do with shaving.
Getting stubble within a day or two of waxing is primarily due to the hair growth cycle and the nature of waxing itself. Here are the key points: Hair Growth Cycle: Hair grows in cycles that include three phases: anagen (growth), catagen (transitional), and telogen (resting).

Stubble after waxing

Take some normal body scrub—even face scrub will do—on a loofah and gently exfoliate your legs to remove dead skin and open up your pores. To prevent stubble from being prickly, regularly exfoliate your skin, use a good moisturizer or beard oil to soften the hair, and shave with a sharp, clean razor.
(However, while growing your hair out to said length is one of the do's of waxing, here's a don't: if hair is too long, simply (carefully) trim it to at least a ½ inch. Now, a quick reminder: Don't go tweezing or shaving any stubble or stray hair in between waxes. Wait until your hair's grown out.
Hair that is shorter and just on the surface or just below the surface of the skin can not be removed or tweezed. Short hairs have a different "age" than the hair that is 1/4 inch or longer. Therefore, after a leg wax it is typical (depending on your hair type and how long since you shaved) to feel prickly underneath.
The short answer is no, not permanently. While waxing doesn't permanently reduce hair growth, it does have some indirect effects on the appearance and texture of regrowth over time.
