Sub-Saharan Africans, East Asians and native Americans have little or no body hair. Sub-Saharan Africans and East Asians are the least hairy people. Northern Europeans, Mediterraneans and middle eastern are the most hairy people.
Asian and African hair have lower densities, with 175 hairs/cm2 and 161 hairs/cm2, respectively. Asian hair is the thickest, with a larger diameter of about 70 µm. Caucasian hair has an average diameter of 65 µm, and African hair is the finest, with a diameter of 55 µm.
If you mean individual shafts of hair, East Asians have the broadest diameter, Europeans intermediate diameter, and sub-Saharan smallest diameter in cut cross-section. This is an average per forensic examiners since people have moved about the planet and intermarried.
But the evolutionary reasons why hairiness varies with ethnicity are unclear. Caucasian people are generally hairier than the Japanese, for example, even though testosterone levels are the same. The difference seems to be in how sensitive the hair follicles are to those testosterone levels.
There is no specific ethnicity that can't grow facial hair, but East Asian individuals, such as Japanese and Chinese, tend to have less facial hair and slower growth rates compared to other ethnicities.
The body hair of Asians differs from that of other races in a number of ways. Asians have shorter, straighter, thinner, and less body hair than Caucasians and black individuals. Since a case reported by Itin et al. in 1994, research studies of knotted body hair have rarely been reported.
Chinese men were less likely than White men to experience balding in any pattern. Black participants also had lower odds for temporal, vertex, and severe balding but to a lesser extent than Chinese men.
Asian hair
Because of its extra diameter, it is also the strongest, and most resistant to damage. It is normally straight or only lightly wavy with a good amount of volume, because of its thicker diameter, even though there are typically less hairs per head (around 500,000).

Results: Findings indicated that non-Hispanic Blacks and Hispanics have accelerated aging, and non-Hispanic Whites have decelerated aging. Racial/ethnic differences were strongly tied to educational attainment. We also observed a significant difference by birthplace for Hispanics.

Caucasians Lose The Most Hair
After Caucasians, people of Afro-Caribbean heritage tended to experience the next highest levels of hair loss, with Asian men having the lowest hair loss rates.
East Asian men (such as those of Chinese and Japanese ancestry) are next on the list of those least likely to experience hair loss. For example, while around half of Caucasian men will experience some degree of androgenetic alopecia, a 2010 study of Chinese men found only about 13% did.
