“Mascara always last after eye shadow and liner as you want to keep it clean with no particles in it,” advises Vogue beauty and health director Sigourney Cantelo. This also helps to achieve a more precise result with your eyeliner: “It's easier to see where you're drawing if you have nude lashes,” she says.

Whether you're planning on applying a light coat of foundation or a full face of makeup, primer is an important first step. Using primer under your makeup will make your look last longer.
When Should You Apply Eyeliner? To ensure your eyeliner is long-lasting and doesn't fade during the day, apply eyelid primer before applying eyeliner. Eyeliner application should happen after you put on eyeshadow to make the lines sharp and visible. Finally, apply a few coats of mascara to complete your eye makeup.
"When applying eye shadow I suggest applying the eye shadow first before you apply foundation to avoid the fallout. First apply a thin layer of eye shadow primer, then eye shadow and eyeliner where you desire," celebrity makeup artist Billie Gene said.
Line the eye just above the lash line on the top lid and just below on the bottom lashes. The key is connecting the liner at the outer corner. A pencil or liquid eyeliner works well as it won't shift from the outer corner where it can get damp from your eyes natural moisture.
It is best not to use liquid liner at all on the bottom lashes since it has the potential to smudge unevenly and create fine lines below the eyes. DON'T line your whole eye.
Drawing your eyeliner from outside corner all of the way to the inside corner of your eye, on top and bottom, is just a whole lotta eyeliner. It's harsh and unflattering, and makes your eyes appear smaller. It also makes it look like you wear a studded black belt over your Billabong t-shirt.
Applying a thick, black eyeliner makes your eyes appear really small and beady — making you look older than you are. An easy solution to this problem is to switch your back eyeliner with a brown one for a softer and more youthful appearance.

To apply, simply shake the product if using a felt tip, as this will saturate the felt tip with liquid. Start at the outer lash line and sweep the liquid eyeliner along the upper lash line in small, connected strokes, continuing until you reach the inner corner of your eye.
"Start at the outer corners of the eye and draw liner going inward and go as close to your lash line as you can. Draw the line slow and steady. Fill in any gaps between your lashes with the eyeliner to give the illusion of fuller lashes. If you have any mistakes, clean them up with a Q-tip and makeup remover."
Brown eyeliner will give a soft dimension to your eyes while still making them appear rich and intense. However, if you want a sharp and sleek look, black eyeliner is always an excellent choice. To make your brown eyes appear brighter, go for colored eyeliner in contrasting shades.
