According to hours of research done by plastic surgeons all over the world - the perfect mouth has these characteristics: The width of the mouth should be roughly 1.6 times the width of the bottom of the nose (what a coincidence -- the golden ratio?).
The 1:1.6 proportion is widely accepted as the "golden ratio" for beautiful lips. By comparison, an image showing a fuller lower lip (1:2 ratio) was perceived as less attractive, with an average rating of 2.16 out of 5.
The width of the lips should be about 40% of the width of the lower face and generally equal to the distance between the medial limbi. The width-to-height ratio of the face is typically 3:4, with an oval-shaped face being the aesthetic ideal.
The space between the upper lip and nose is called the philtrum. The ideal length of the philtrum is roughly a half-inch (11-13 millimeters) for women and a couple millimeters longer for men. At that length, when your lips are relaxed, the tips of your teeth should be visible.
A natural-looking lip enhancement can balance other facial features, bringing your face into better harmony. Changing your lips' size and proportion can make surrounding features like a prominent nose or jawline look smaller, creating a more feminine appearance.
According to a survey done by the Insider among over ten thousand people from 35 countries; the majority of participants picked the most symmetric and full lips over others. The study also indices that pouting lower lip is almost as attractive as having full lips.
Additional genetic and environmental factors (think: trauma) and the aging process can also impact the size of the nose. Age, loss of collagen and elasticity, and an excessive buildup of skin can cause the size and shape of the nose to change. The nose width will often increase along with the size of the nose (2).
Shape and size of the lips are different in ethnic groups and have a lot of diversity. Thin lips are seen at European Caucasian, thick or very thick lips are seen in black people and combina- tional lips are usually seen in Orientals. The middle lips are the most common type with average size of 8-10 mm [13].
There was no significant difference between men and women, with a total of 75% preferring philtral contours, and a greater number of women (82%) finding the philtrum more attractive in the young face; only 68% considered philtral contours as more attractive in the aged portrait.

Augmenting your lips with dermal filler would make them appear fuller and likely help change the proportion of your face. Your nose shape wouldn't change but fuller lips could help balance your features.
The importance of lip ratio
To achieve a natural result, the lower lip should appear always slightly bigger than the upper one. The ideal vertical height ratio of the upper lip to the lower lip should be 1:1.6.
The Golden Ratio
If we follow the Phi Ratio of Beauty, otherwise known as the “Golden Ratio” of 1.618, the perfect lips would be 1.618 times larger than the top lip and 1.618 times wider than the width of the nose. If you're determined to accentuate your lips, you may find it helpful to keep these proportions in mind.
The study polled over 1,000 people in 35 countries. Of those polled, 60% said they found a symmetrical, 1:1 top to bottom ratio the most attractive lip (think Scarlett Johansson). The next highest-rated, according to the poll, was a larger bottom lip compared to the top lip (like those rocked by Kylie Jenner).

Full Lips
Full lips are the most common of shapes and are typically defined by lips that are plump all-around on both the top and bottom, with no gap between.
Men of Chinese descent had the largest total lip volume. Regarding upper lip (measured from the midline of the upper lip vermilion border) to lower lip height ratio, Chinese women were found to have a mean ratio of 1:1.25 when measured both by caliper and surface distance.
Broad Philtrum
Having a broad groove between your nose and lips is a clear cut sign of your abundant energy as well as positive mental vibrations. If your philtrum is too broad or too long this indicates certain unexpected turns of fate throughout your life.
A flattened or smooth philtrum may be a symptom of fetal alcohol syndrome or Prader–Willi syndrome. A study of boys diagnosed with autism spectrum disorders found that a broader than average philtrum is one of a cluster of physical attributes associated with autism.
According to Dr Marisa Coen in her essay for The Science of Relationships, fuller lips have long been desired by women because, as evolutionary psychology suggests, they signify strong mating potential. “Facial features serve as a cue of attractiveness,” explains Coen.
Answer: Changing lip size
Any change of the lip width would require scar. Scar is placed in the white role (a junction between skin around lips and red portion of the lip). It is usually barely visible in particular when placed in the corners of the mouth. In person evaluation is recommended.
Some studies actually saw that big lips contribute to a great extent to our attractiveness level. Why? It's all about the symmetry of course. As you might be aware, the more symmetrical your face is, the more attractive you will appear to other people.
