Yes, there is no harm in washing hair daily with plain treated water but prefer cold water. You need to check for excess chlorine or bleach in water which may cause dryness and split ends on repeated exposure.
"If you're a daily washer then there's no need to double cleanse (AKA shampoo twice)," says Anabel. "I only say shampoo twice after using Elasticizer or lots of hair products, and only if you have fine hair or only wash your hair less than every other day, in which case you should shampoo twice too."

"The average individual can typically go 2 to 3 days without shampooing their hair. However, if your hair is visibly oily, you may not want to wait that long," she says. "Usually, you can go longer without washing your hair when your hair is styled up, but no one should ever go more than 14 days."

Speaking to The Independent, hairstylist Ian Florey raves about the benefits of shampooing your hair twice. 'The hair will become a lot stronger, shinier and healthier,' he told them.
The reason you need to shampoo twice is that the first wash removes all the dirt (and thanks to pollution, dry shampoo and styling products, there can be an awful lot built up), and so you need to wash it again for any of the nourishing properties of the shampoo to get to work.

"With more natural oils lubricating the hair [from water-only washing], the hair shafts glide over each other, leading to less tangles." Skipping shampoo also allows for the hair's sebum to distribute throughout, and this may make hair appear more shiny and less frizzy.
Sebum decreases
Over time, hair becomes more accustomed to a water-only cleanse, so your natural sebum and hair oils will decrease overtime if you are consistent with a water only routine. Meaning your hair will be less greasy in between wash days.
