Sure, you ~can~ get a belly button piercing with an outie, but whether or not it's a good idea is another story. It really depends on whether you have enough skin above — or sometimes below — your outie to pierce.
Yes, with clean hands and gently because this is a fresh wound. You will need to cover it until it has healed. Just be aware ,that if you take it out now, the hole will close over and if you want to wear your belly ornament, you will have to get the piercing done again.
